European Union

CIHEAM has long maintained strong relations with organs of the European Union (EU), notably the Commission and its directorates (DG Research, DG Agriculture and DG Relex) and the European Parliament.

Some examples of jointly organised events and forums are listed here. It should be borne in mind that CIHEAM mainly deals with the EU under the framework programmes for research (FPRTD).
 



ENPARD Programme


The EU has launched a programme aiming to support agriculture and rural development in the southern Mediterranean, as part of its response to the Arab Spring under the renewed European Neighbourhood Policy. This Progreamme is called "ENPARD" (European Neighbourhood Programme for Agriculture and Rural Development). 

The MAI of Montpellier has been tasked with the mission of accompanying this initiative in Morocco, Tunisia, Egypt and Jordan. This mission will last 30 months (January 2012-June 2014).

Cairo Seminar – February 2006
On 8 and 9 February, CIHEAM organised an international seminar in Cairo in partnership with the Egyptian authorities and under the patronage of the European Commission. It addressed "Sustainable rural development policies in the Mediterranean countries in the context of the European Neighbourhood Policy (2007-2013)".

Rabat Seminar – March 2006
On 6 and 7 March 2006 organised a seminar in Rabat in collaboration with the EU's DG Research and in partnership with the Moroccan authorities. The seminar, devoted to a presentation and discussion of the 7th Framework Programme for Research and Technological Development (FPRTD), was intended to encourage progress in the construction of a Mediterranean agricultural research zone.

ERA-Net
Following the Rabat seminar in 2006, CIHEAM proposed the setting up of a Euro-Mediterranean ERA-Net (European Research Area Network) for agricultural research, the object being to integrate research programmes in the North, East and South of the Mediterranean. In September 2007, DG Research confirmed that the ERA-Net was to be established with the official title "Coordination of Agricultural Research in the Mediterranean" (ARIM-Net)

Strasbourg Conference – September 2006
The 2nd Euro-Mediterranean Conference on Agriculture was held in Strasburg on 28 and 29 September 2006. It was jointly organised by the Mediterranean Committee of the International Federation of Agricultural Producers (IFAP), the European Parliament, the Parliamentary Assembly of the Council of Europe, and CIHEAM.

The object of this meeting was to take stock of progress in cooperation on agricultural and rural affairs in the Euro-Mediterranean zone and to identify existing and emerging challenges faced by regional producers.

Euromed 2030 Expert Group
In 2010, as part of the DG Research operation, the European Commission set up a high-level expert group to produce a report on the Euro-Mediterranean geopolitical outlook for 2030. A CIHEAM official was asked to be a member of the group and accordingly took part in the drafting of this report, laying particular emphasis on the importance of agricultural, food and environmental issues in building up Euro-Mediterranean cooperation.
